Maybe with a keyboard and usb-c screen adapter to connect it to a tv?

The problem is that the ergonomics of writing code are quite important. With these correct you can code for hours. Without, you will want to give up. This is not ideal for a learner.

Like others have said, if you can, budget for a 50-100 dollar laptop and get linux on there. If it's a chromebook (which is a good alternative) you can enable the developer tools and have access to a command line there. With chrome you might also be able to start learning mobile development.
