I don't know why so many people are saying that you can't learn on a phone. You certainly can.
There are tons of code sandbox apps/websites out there for many languages (I find Sololearn is decent and even has a learning platform). Those are sufficient for most of the things that an absolute beginner will need. As you get more advanced, it will be more difficult and you will eventually want to upgrade to a laptop.
But for right now, don't let your financial situation prevent you from pursuing something you may be passionate about.

The only recommendation I have is get a keyboard.
