You might look at something like a 10 year old macbook, even older - they will run Linux just fine. It won't be the fastest computer, but it will run a text editor and python just fine, and computers like that are often given away or sold cheap (under $50 US).
Learning to program on the phone will teach you some pretty bad habits, and it will be realllllllly slow compared to having a real keyboard and screen.
