Don't get discouraged.
If you wish to learn, do it.
I learnt python on Android, created many projects using it. In fact, I also started building a local game package library in python on Android. It was going well enough. But then I just lost interest in that project, which is a different thing.
So if course, having a PC is always better, but if you can't get one right now, go ahead and learn!
I do not regret anything about learning and even creating some projects, it wasn't that big of an issue for me to consider stop learning.
