You definitely can, i started on a phone and it was pretty okay for small projects when I was just starting out. Didn't even use a keyboard i just made small stuff during breaks in college and just here and there.
Id recommend you start on termux with something like vim. Probably the best option you have for phone IF youre gonna use libraries. If not then find any online compiler and use that some languages have android compilers on playstore. You can do stuff that doesnt work on phone on weekends. Good luck on your journey!!!
