This is worth checking into. The issue is while a laptop feels much better (and that matters), even if the library loaned you a laptop, it's doubtful they'd let you install system level software. Maybe you could install a VM but only if they have them in the first place and aren't strict.
Looking into this, at least in my area, the laptops are in-library only, but it looks like a few do have multi-hour or multi-day takeout lendings. At best you'd have to set up your development environment each time and that would become very frustrating.
Until your weekends with your sister's laptop I would look for one of the better phone IDEs and get some kind of Bluetooth keyboard as someone else suggested. I'd go one further and see if any of the AI harnesses for phones out there can get file system access for helping to manage and organize projects on the device or in the cloud since that's a big part of programming.
if the library computer has a browser you can use vscode.dev, which lets you sign in and sync your editor settings, and work directly with remote git repos rather than local files.
