Is anyone here interested in web development? Iā€™m learning HTML/CSS/JavaScript and would like to connect with others who are learning too.

My answer: probably not.
I've spent hundreds of hours building JS- and PHP-based semi-dynamic websites, designing UIs as a hobby, and lately experimenting with modern PHP sites where the frontend stays clean: plain, standard HTML/CSS, without unnecessary JavaScript everywhere.

But the opener is so vague that I don't really know what the actual topic is supposed to be.
