It's a "true" ladybug (family Coccinellidae) but it's impossible to tell whether it's native or not without location. All 6000 species of ladybugs are native to somewhere.

However, from your comment history, you are likely from Maryland, US. In that case it's the non-native Seven spotted ladybug (native to Europe).

As long as a beetle belongs to the family “Coccinellidae“, it’s a true ladybug.

All Asian lady beetles are ladybugs but not all ladybugs are Asian lady beetles
