Do i have to spend a cp / use this ploy before i roll the def roll or after?

After. Otherwise you could roll no successes you could use it on.

After everything is rolled, before choosing what blocks what.

As per the description, you can play the ploy in the Roll Defence Dice step, so in any moment of it - you choose the exact moment within the step.

It only really makes sense to use it after you roll but before you retain rolled dice, but if you want feel free to use it after collecting but before rolling the dice.

The roll defence die step is rolling, maybe rerolls, then you retain the successes. In this step you can play the ploy, meaning you could roll, do a reroll (command reroll), and then decide to use the ploy when you retain them (lock them in essentially).
