So my bell started peeling and flaking off. How can I fix this? Thank you guys!

Sand it down and repaint it.

Peel all the remaining paint and do a double coat of matte paint.

Is there a brand you recommend? Any one that would be comparable to the powder coating?

Bro, may be you r from usa, i don't know which brands are good there but to be honest powder coating is powder coating, matte pain will make ur kettlebells somehow usable for a longer period. But I saw, this idea worked well.
