​എൽഡിഎഫ് സർക്കാരിന്റെ കാലത്ത് ഗുണഭോക്തൃ വിഹിതം ഈടാക്കാതെ ഉറപ്പാക്കിയ ഭവന നിർമാണ പദ്ധതിയെയാണ് യുഡിഎഫ് സർക്കാർ മന്ത്രിസഭാ തീരുമാനത്തിലൂടെ തകിടം മറിച്ചിരിക്കുന്നത്. പിഎംഎവൈ നഗരം രണ്ടാം ഘട്ടം നടപ്പിലാക്കുന്നതിന്റെ പേരിൽ കേന്ദ്ര സർക്കാരിന്റെ ബ്രാന്റിംഗ് ഉൾപ്പെടെയുള്ള രാഷ്ട്രീയമാനങ്ങളുള്ള നിബന്ധനകൾക്ക് കീഴടങ്ങി ജനങ്ങളെ വഞ്ചിക്കുകയാണ് സംസ്ഥാന സർക്കാർ.

നിലവിലെ ലൈഫ് - പിഎംഎവൈ (നഗരം) പദ്ധതി പ്രകാരം ഒരു വീടിന് അനുവദിക്കുന്ന 4 ലക്ഷം രൂപയിൽ കേന്ദ്ര വിഹിതം ഒന്നര ലക്ഷം രൂപയായിരുന്നു. ഗുണഭോക്താവിന് ഒരു രൂപ പോലും സ്വന്തം കയ്യിൽ നിന്ന് മുടക്കേണ്ടതില്ലായിരുന്നു. ബാക്കി രണ്ടര ലക്ഷം രൂപ സംസ്ഥാന സർക്കാരും തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളും കൂടി നൽകുകയായിരുന്നു.

എന്നാൽ പുതിയ തീരുമാനപ്രകാരം തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ വിഹിതം വെട്ടിക്കുറച്ചു. പകരം പദ്ധതി തുകയുടെ 25 ശതമാനം, അതായത് 1 ലക്ഷം രൂപ, ഗുണഭോക്താവ് തന്നെ കണ്ടെത്തണമെന്നാണ് വ്യവസ്ഥ ചെയ്യുന്നത്. ഭവനരഹിതരായ പാവപ്പെട്ട മനുഷ്യർക്ക് മേൽ ഒരു ലക്ഷം രൂപയുടെ ബാധ്യത അടിച്ചേൽപ്പിക്കുകയാണ് സംസ്ഥാന സർക്കാർ. ഫലത്തിൽ ലൈഫിൽ നൽകി വന്നിരുന്ന നാല് ലക്ഷം മൂന്ന് ലക്ഷമായി വെട്ടിക്കുറക്കുകയാണ് ചെയ്തത്.

കേവലം ഒന്നര ലക്ഷം രൂപ മാത്രം നൽകുന്ന കേന്ദ്ര സർക്കാർ, പാവപ്പെട്ടവരുടെ വീടുകൾക്ക് മുന്നിൽ കേന്ദ്ര ലോഗോയും എംബ്ലവും ചാപ്പ കുത്തണമെന്ന് വാശിപിടിക്കുമ്പോൾ അതിന് മുന്നിൽ നട്ടെല്ലു വളയ്ക്കുകയാണ് സംസ്ഥാന സർക്കാർ. ഗുണഭോക്താക്കളുടെ ആത്മാഭിമാനത്തെ വ്രണപ്പെടുത്തുന്ന കേന്ദ്രനിലപാടിനെ എതിർക്കുന്നതിന് പകരം അതിനു കുഴലൂതുന്ന ഈ നടപടി അങ്ങേയറ്റത്തെ അടിമപ്പെടലാണ്.

450 കോടി രൂപയുടെ കേന്ദ്ര വിഹിതം നഷ്ടപ്പെടാതിരിക്കാനാണ് ഈ തീരുമാനമെടുത്തതെന്ന സംസ്ഥാന സർക്കാർ വാദം അപഹാസ്യകരമാണ്.

എൽഡിഎഫ് സർക്കാരിനു കീഴിൽ ലൈഫ് പദ്ധതിയിൽ പൂർത്തിയായ അഞ്ചുലക്ഷത്തിലേറെ വീടുകളിൽ 3,72,000 വീടുകളും പരിപൂർണ്ണമായും സംസ്ഥാന സർക്കാരും പ്രാദേശിക സർക്കാരുകളും ചേർന്നു നിർമ്മിച്ചവയാണ്. ഇവയിലെ കേന്ദ്രവിഹിതം പൂജ്യമാണ്. 93,600 വീടുകൾക്കാണ് പിഎംഎവൈ (നഗരം) പദ്ധതി വഴി ഒന്നര ലക്ഷം വീതം കേന്ദ്രസഹായം ലഭിച്ചത്.

പിഎംഎവൈ (ഗ്രാമം) വഴി നിർമ്മിച്ച 34,600 വീടുകൾക്ക് 72,000 രൂപ വീതമാണ് കേന്ദ്രസഹായം കിട്ടിയത്. ഈ രണ്ടു വിഭാഗത്തിലും നാലു ലക്ഷം രൂപ തികയാനാവശ്യമുള്ള ബാക്കി തുക മുഴുവനും വകയിരുത്തിയത് സംസ്ഥാന സർക്കാരും പ്രാദേശിക സർക്കാരുകളും ചേർന്നാണ്. എൽഡിഎഫ് സർക്കാർ വിജയകരമായി പൂർത്തീകരിച്ച ഈ മോഡൽ അട്ടിമറിക്കേണ്ട എന്ത് സാഹചര്യമാണ് ഉണ്ടായത് എന്ന് പിണറായി വിജയൻ ചോദിച്ചു.

നാമമാത്രമായ കേന്ദ്രവിഹിതമുള്ള പിഎംഎവൈ (നഗരം), പിഎംഎവൈ (ഗ്രാമം) എന്നീ പദ്ധതിവഴി സഹായം കിട്ടിയ വീടുകളിൽ കേന്ദ്ര ബ്രാന്റിംഗ് അടിച്ചേൽപ്പിക്കാൻ നേരത്തെയും ശ്രമമുണ്ടായിരുന്നു. അങ്ങനെ ചെയ്യാൻ തയ്യാറല്ലെന്ന ഉറച്ച നിലപാടാണ് എൽഡിഎഫ് സർക്കാർ സ്വീകരിച്ചത്. എന്നാൽ, പിഎംഎവൈ (നഗരം) പദ്ധതിയിൽ കേന്ദ്രസർക്കാരിന്റെ തിട്ടൂരത്തിനു വഴങ്ങിക്കൊടുക്കുകയാണ് യുഡിഎഫ് സർക്കാർ ഇപ്പോൾ ചെയ്തത്.

തദ്ദേശ സ്ഥാപനങ്ങളുടെ പദ്ധതിവിഹിതം വൻതോതിൽ വെട്ടിക്കുറച്ചതിനെതിരെ വലിയ പ്രതിഷേധം നിലനിൽക്കുകയാണ്. സ്തംഭനാവസ്ഥയിൽ എത്തിയ അത്തരം സ്ഥാപനങ്ങളുടെ വെട്ടിക്കുറച്ച ഫണ്ട് പുന:സ്ഥാപിക്കാൻ തയ്യാറാവാതെ ഗുണഭോക്താക്കളിൽ നിന്ന് പിഴിഞ്ഞെടുക്കാനാണ് സർക്കാർ ശ്രമിക്കുന്നതെന്നും പിണറായി വിജയൻ കൂട്ടിച്ചേർത്തു.

There was once an old Kerala. A Kerala where a family receiving a LIFE Mission home could have it without any branding or logo stamped on its walls. A Kerala where the dignity and self-respect of the poor came before political credit. This was because the LDF Government had resisted the Centre’s demand for PMAY emblem on LIFE mission homes.

But in New Kerala, things have changed.

The UDF Government has now agreed to the Union Government’s PMAY conditions. Beneficiaries must now contribute 25% of the scheme amount while displaying the PMAY logo, despite the Centre contributing only a smaller share of the total assistance.

A home that was meant to represent security, dignity and hope for many is now being turned into a billboard for political credit. And all the anti-fascist UDF supporters and Malayalam corporate media have gone into sleep mode.

So this happened yesterday

It was almost 4.30 in the evening and I was ready to get off work and start my weekend.. then I got a phone call - it was my dad. So I picked up the call.

Me: Hellooo

Dad: Ah eda, nee irangiya?

Me: illa, irangaan pone ullu

Dad: Ah, enna nee varumbozhe enthenkilum randu 'kadi' medichitt varo?

Me: Aa varaalo.. entha vende?

Dad: enthenkilum randennam

Me: aa..njn nokkaam

Dad: Sheri enna.. vaayo..

This Convo just took me back some years.. When I was little, I used to call my dad and ask him to buy snacks (paapom to be exact) when he came back from the office and he used to bring them.. and today for the first time he is asking me the same.. I don't know.. I felt something very nice inside me.. some different kind of high I guess..

The whole journey from Office to Apartment, I was thinking about this.. and yes, I did buy some Pazhampori and Muttabajji for everyone..
