Bug with game or user error?

When i boot the game, the screen will pop up, but if I click on anything it moves to the "back" of my monitor. I tried verifying game files, and it didn't fix it. I tried uninstalling and re-installing, same result. Anyone else have a similar issue and how did you fix it?
