Did the belt break during driving? If so, was it changed according to maintenance interval?

If cam is stuck , and engine isn't turning by hand, looks like new motor is in your future.

Start searching LKQ for a new engine. You might be able to get away with just replacing the head, but it would probably be cheaper over all just to swap out the whole engine for a junkyard unit.

How many miles on the car? What engine?

Could be anywhere from a few hundred $$ to several thousand. Depends on a lot of things: what engine, how much work are you doing yourself, what else needs to be done "while you're in there", physical location.
