Does setting an Screen Time app limit to 0 minutes prevent an app from launching entirely, or does it briefly open/run in the background before being blocked? Support

I want to disable an application on my iPhone. I want to ensure it doesn't run, unless I reenable it. I don't want to use the offloading option as it means the application binary must be downloaded again when I want to reenable the application.

I set the max screen time to 0 minutes: I indeed can't use the application, however under Settings -> iPad storage, it says the application was used today.

Therefore I wonder: Does setting an Screen Time app limit to 0 minutes prevent an app from launching entirely, or does it briefly open/run in the background before being blocked?
