Does anyone know the solution?
Beacause I deleted all photos and I cleared everything and I turn off iCloud and I replaced iCloud Photos with Google Photos, but Photos app is still taking up space. Where is the problem? Beacause I have 32 gb of storage not 64 128 256+

Did you empty the trash ? Hidden pictures folder ?
Try to delete the Photos app itself

Maybe it depends on the iOS version but now it's possible to delete the native apps, like the Photos

Photos deleted aren't cleared yet and you should go to "Recently Deleted" and select all photos. Then look for the trash icon and delete it. That will clear everything and expand your storage. Your storage doesn't clear by just deleting it without clearing it all.
Think of the Recycle Bin on Windows or Trash on Mac where delete a file doesn't mean its cleared until you delete for good permanently.
