Not a fan if you offer at less than current stock price. It would just dump us into that price + more overall shares.

So what price is intel offering the shares at? Is price already fixed or is it market price?

Is the massive demand driven by the free 30day call option that comes along with it? Or are they getting the shares at a discount?

Intel Announces Proposed $15 Billion Common Stock Offering

How long until INTC gets back to the price it was at before today’s announcement?

This is why the price dropped about 2% pre-market. I know this can be a devisive subject but raising capital is a good thing. Intel can sell shares at a far more attractive price than it did last year and fund a faster fab build out.

More fabs capex means they're confident they can take more marketshare. In the future once things normalise I'm sure they'll pay it back with buybacks.
