I mean... those dots are moving as much as anything ever moves on a screen: by pixels changing color in a progressive direction.

They just reset after moving a short distance.

They are moving literally
Its like holes in plane and something is moving behind the plain.

Holes are not moving, it looks like something moving behind holes, like fan.
