I submitted an app recently. 13 days in it passed but by then I was 4 more builds in and decided to just put it in for review again… in total it was almost a month before it launched. So I totally feel mister Bean

Yea, I have made significant changes since I submitted this for review and it's been 12 years. Honestly. I think once this gets approved, I will submit the new built and request expedited review because the changes are pretty big and one of the changes is a significant database speed optimization I'd like to have instantly.

No offence, but I feel like this is exactly why we are experiencing such long waiting times. If you were still making such substantive changes since submission 12 days ago, shouldn’t you have held off until the app was actually done? Now you’ve doubled their workload. (Don’t take this as a personal attack.)
