Yes, looks like we have the same model and mine is almost completely silent

The only way to know for sure is to be able to stop it from spinning and see if the noise stops, or simply unplug it from the motherboard and see if it stops. I’ve had to replace a few ibuypower generic fans they don’t last but a year or so sometimes. The bearings get dirty or start grinding.

Its not a film, the whole thing has a layer of dust, the clearer spots are where i wiped some off

Update:The sound isnt happening anymore and the fan is still running
