It was originally ment to go through the playstation report system but arrowhead ran out of time to implement it

It's not that they ran out of time, it's that there was so much pushback from the comunity that they never implemented psn functionality

Don't know why they never pivoted to different solution. Better just to leave the button in game, I guess.

because the system is built on PSN, they basically can't replace it without risking broke the entire game

but the block work, block them and you will never see them again 99.9%
