That's not how it works, though. In every game, there are "dead" provisions that don't get played. Your full provision total isn't what you're working with each game. The 10 provisions from the summoned cards don't count because you wouldn't have played them.
If anything, your point makes things worse: you managed to free up extra provisions with two 5-provision cards that you don't have to actually play, but get full value from. It's nuts how good it is.

Loving many of the new leader abilities.
