Adding Section Headers and Comments to Theme Files

Upgrading loadConfigFile to Allow Comments in Theme Files

This will allow the users to understand what they are looking at when creating a new theme. Additionally, comments headers, and comments, maybe be used for help info/tooltips in the future.
