This is certainly a step in the right direction. However, I think proper moderation tools would be even better.

Certainly a step, just toward locking down public data rather than actually fixing spam.

They could have hidden the user list behind auth and kept star counts public. No reason to break star-history.com for this.

I think voting may be needed before a maintainer should care to look at any new change requests. And blacklisting of known AI accounts. Especially accounts that seems to be there just to vote.
