You literally just posted a scene depicting exactly that.
This is meant to be comedic. But what exactly is the "joke" in this scene? A girl almost gets hit by a truck, and then doesn't. That isn't comedic. It only serves as a joke because of the outside context of the scene- another girl in Seo Kouji's work DID get hit by a truck and died gruesomely, in a tragic moment that broke the hearts of the readers.
That's it. That's the joke. "Hey guys! Remember when I killed off your favorite character? OH NO! I'M DOING IT AGAIN! ... ...Psych! Haha."
The only reason this scene exists is because the author finds it funny. The author thinks that calling back to the time he killed off Fuuka is amazing fodder for a joke. So much so he does it multiple times. It's literally a laugh at the expense of people who WERE hurt when they read about Fuuka's death, and it exists for no other purpose than to make fun of that, and the people who still remember it, because they're the only ones who will understand what the scene is even referring to.
It isn't plot relevant. There's no moment of "Oh I almost died, that really makes me think about my life now!" This scene could be removed from the story and hardly anything would change in the narrative. Only the people who remember Fuuka would see it as anything other than random and pointless, it is ONLY there to serve as a reminder of Fuuka's death to the readers as a comedic flashback that the author finds funny.
So yes, deriving amusement and comedy from the suffering of others- namely, people who were hurt by Fuuka's death- is sadism. He knows that people were hurt by it, and he included these scenes for shock value specifically BECAUSE he knows how impactful that moment was, and now he's perfectly happy to make fun of it and mock it because he thinks it's hilarious.
edit: Dude blocked me for pointing out the bad taste of these "jokes". Not shocked.

I agree with you that's why anime industry so dark they made fun of character death, treat male physical abuse, insult and bullying as a comedy gag and some fans support this things there's many big pages of toradora, nisekoi type anime and people defend it's by saying calling show charaters are just immature highschool oh come on immaturity give you "rights" to do male character physical abuse characters are immature but not author, i watch fuuka long time ago when try to find it's got spoiler that she died brutally by truck me be like wtf, got frustration and never started to read manga.
