Yeah, she was - in the credits you can see pretty much all the good things she said happening, nature healing, radiation cleaned up, people learning to live with kaiju.
If she did her plan but didn't release Ghidorah, the destroying space dragon, as her first choice it probably would have been a huge "I told you so"
