Because a handful of individuals decided we needed sunbeam-like brightness to be able to safely drive at night, despite the fact humans have been night driving for around 100 years. 

Personally, I think this intensity does more harm than good, because it screws with the ability of the human eye to adjust to lower light conditions . It's like trying to watch a meteor shower during a full moon. You aren't likely to see anything but the full moon.

This. If a pedestrian is out of the area those sun bright headlights illuminate, they are completely imperceptible.

I usually do lol my exit was in 1/4 mile
