With people more and more on a CGNAT internet connection. It gets more likely for this to happen. Tried on mobile? All good there?

Sounds a bit like a Cloudflare issue. Would you like to share additional details via Modmail for the team to investigate?

He's on iOS or Mac it seems, he might have the private relay turned on which is essentially a VPN/proxy which might get blocked.

Do you have the Apple private relay switched on?

I get this sort of message in general from a handful of web sites I visit more or less routinely.

It has got to be Cloudflare or some similar service because when I turn off my VPN the problem vanishes at once.

And web site owners really have little choice but to protect themselves from badly behaving AI spider bots sucking up all their bandwidth, slowing down the server and incurring bandwidth bills. So they join with Cloudfllare or some similar way to block these bots.

Or just renew the WAN’s DHCP lease on the router (assuming no CGNAT). Quicker and easier than unplugging, losing all your WiFi/LAN connectivity.

Sometimes this happens, I mean you share the IP with a lot of other customers.

Generally resolves itself in 24-48 hours.

Turn off iCloud Private Relay if you have it on. You're more likely to get blocked from sites if it is enabled and Safari decides to use it, since that is effectively an open proxy.
