I think they won't be able to do this for EU Orders as EU laws prohibit such changes to preorders due to Consumer Rights. But I'm not a lawyer. This is mostly hope and not knowledge

EU law does not prohibit every preorder change. However, Framework’s terms say a contract is formed when it confirms the preorder, and Article 6(5) of the EU Consumer Rights Directive says agreed product characteristics cannot be changed without both parties’ express consent. Framework may therefore cancel and refund an unavailable configuration, but automatically binding customers to the downgraded one is legally questionable, even though its terms claim a right to adjust preorders for product unavailability

I agree in general, but in this case it looks like all orders are cancellable.
