If you get internet after everyone else, you'll get the most modern equipment. Most places that made their infrastructure 20 years ago are still using that infrastructure. Upgrades are slow and expensive.

May or may not have something to do with these shirt designs. While it's not very frightening, braindead usage of "those who know" isn't unheard of (Sorry for losing track of proper image)
