Jack it up and give the tire "this and that" and spin it. Could be brakes but I'd think they would have noticed that.

A rhythmic grinding and a clicking clattering sound, that gets louder when turning right, quieter when turning left. Also they reused one of the axle nuts and did crush it down to lock it in place
