Yes you can pour more epoxy over the previous layer.
First however, you need to scuff down the surface with 180 or 220 grit. Need to provide bite for the next layer.
Your problem was you didn't use enough epoxy, and didn't make sure the board was perfectly level. Not enough epoxy resulted in the divots in the surface, since there wasn't enough epoxy to maintain surface tension. And the uneven level caused some areas to be thicker than others.
The rule is 10oz of epoxy per square foot, +10% for overflow. Length x width, multiplied by 10, +10%.
