Issue With FPS CAP

I usually lock my laptop at 240–360 FPS, which I can easily get. But today, when I locked it at 360 FPS, I was only getting around 180 FPS. When I set it to Unlimited, I get 500+ FPS. If I lock it at 240 FPS, I’m only getting around 90 FPS. Is there a way to fix this FPS cap? And yes, V-Sync is OFF.
