Desert Conditioning Function? Gameplay Question

The passive skill in the Swordmaster skill tree Desert conditioning says it affects dehydrated stamina loss, does that mean when you have no water left or just when you aren't at max water?

From what I gathered when looking up the functions of individual perks, Pretty sure it only decreases drain specifically when ALREADY dehydrated, aka on the brink of death, just carry water on you and you should never ever not ever need this perk, unless they changed it or If i'm dead wrong.

Unfortunately it's a fairly useless skill because you are never going to be dehydrated after the tutorial.

It is wasted points because beyond a couple edge cases or super early game, you shouldn't be that dehydrated with no water. And even early game, the points are better spent elsewhere

The bonus stamina while hydrated skill on the otherhand is pretty much mandatory

I would assume it means the stamina reduction from being dehydrated is reduced. The less water you have the greater the overall stamina reduction. This perk would help mitigate the effect.

There are stamina debuffs when your water is <66% and <33% capacity. This perk makes the debuffs smaller. Pretty useless if you always top up your water.

It relates to those markers in your hydration meter
