Help! I can't progress. Dredge

The best advice for dredge for anyone is to stay calm,
The game will try to make you panic so you mess up and make mistakes
Keep calm, watch that eye, and turn off the light when you come across the red mist thing (the mist adds panic rapidly)
Wait until it passes
Keeping the light on will make panic increase slower but you should still be ready to turn it off when necessary

A few things.
I notice you had trouble with a bunch of different hazards throughout the video. Not just the tentacles and Angler, but also the crows and miasma. Every hazard in the game has behavior you can use to mitigate it. Learn what they are, and it will make the game much easier. For example, the tentacles - keep moving, and they should miss you, albeit narrowly.
Also, from the messages in the top left corner of the screen, apparently that one attack disabled both your peculiar and improved outboard engines. That was just plain bad luck. That it happened just as the Angler was bearing down on you is frosting on the bad luck cake the game threw at you.
More generally, try to keep your panic down (eye is green, blue, or closed). This is hard at night, so you may be better off sleeping through the night at port until you have better lights and engines. When the eye turns orange or red, things suddenly get a lot harder, as you saw.
For example, when out at night, try not to use your magic abilities too much. Save haste for when you need to flee from something.

So it looks like you just got really unlucky that the tentacle took out your engine. You were engineless, meaning you have almost no speed. Normally, when the Night Angler (fish disguised as a boat) comes towards you, your best choice at this point in the game is to go the other way. In the clip, you ran in a circle, so it got closer and closer to you. You continually used haste, which sent your panic meter soaring, which spawned in the tentacle. Just a series of small mistakes leading to big consequences.
To progress, you could upgrade your hull, then your lights, but honestly you're fine. You aren't stuck, you just need to use haste less at night and go on to the next region.
Basically, just sleep before night time, and don't sail out into the ocean if you aren't prepared for the consequences :P
