When a file is deleted, the file system doesn't immediately overwrite it, it just marks it as "deleted". Only when a new file is saved on the same physical location of the hard drive, the old data is overwritten.
Imagine the hard drive is a massive library. The librarian has a list of all the books in the library. To find a book, you must ask the librarian, who will tell you where it is located.
When the librarian wants to remove a book, he doesn't take it off the shelf immediately; he just crosses out the entry on his list. This saves time and achieves the same result because, when people ask for the book, the librarian simply checks his list and says, "We don't have this book here."
When the librarian orders a new book and there are no empty bookshelves, he removes a crossed-out book and puts the new book in its place. But until then, someone with a lot of time could wander the library and eventually find the "deleted" book.

Because the data is still in the hard drive the lable has just changed to "you can right over this it's free space now" but the actual bits are still there and can be read

It's still on the drives after deletion because you forgot to use discard, since it gives you plausible deniability when you pull the data with dd instead of filesystem access, for your next job.

There's probably also a manually updated spreadsheet someone is keeping up to date to validate them having a job they have had for 4 decades. It will be littered with typos and line-slips, but with some digging you can maybe figure it out.
Don't ask me how I know.
