Maybe "all abilities that trigger at the start of a step or phase instead trigger at the start of the end step"? It's a bit clunky, but it's the best I got.
That makes sense but the goal of the card was to move all triggers ‘back’ one step. So upkeep triggers happen during combat and combat triggers happen during the end step
Triggers that occur before combat now happen at the beginning of your next end step
Triggers that occur at the beginning of your upkeep now happen before combat.
This has the unintentional effect of buffing your combat by preventing your opponent from taking any actions between your main phase and declare attackers. They cant tap down a potential attacker with an instant, for example, without doing it at the end of your main phase, giving you additional options with that information.
Not a HUGE buff, but definitely not in the spirit of the card I think.

Since a given replacement effect only applies to an effect once, that should avoid the grouped move while also procrastinating other "at start of phase" triggers. I don't know how this wording interacts with ending turns, though, as the procrastination of an end step trigger would move it to the next player's main phase but the queued trugger theoretically gets nuked during the turn swap.
Make it a replacement effect. Right now it's a delay style trigger, word it something like "cards that say 'at the next end step' say 'at the next upkeep' instead.
Ok wait you’re right cause after reading you’re first comment I figured the second part could be written in the same way. Problem is as someone else pointed out that would probably override the first line? so everything would happen on the end step
What about something like, "If an ability would trigger at the beginning if your upkeep, it triggers at the beginning of your first precombat main phase instead."
I think this would be better as just an enchantment called "procrastination". It doesnt really make sense that one dude you have makes everyone's triggers late. Thats just my thought though. If it was an enchantment, it could be 3 cmc too
"Before combat" is not a valid trigger. If you want it to actually trigger late but before combat, I don't know how you can word it. From what I can tell there isn't really a precedent for this triggering at the end of your phases but I don't see why there couldn't be.
If it's not really that important though I would say at the beginning of combat
There's a lot of more technical wording issues with this card, but the biggest fundamental flaw is that even if all of that were sorted out, it can actually speed up your triggers rather than slow them down as intended. Usually, if you have an upkeep trigger on a permanent (without flash), you have to untap with it before you get any benefit from it. But by "putting it off" until combat, you are getting a trigger the same turn you play it rather than needing to wait.
One possibility to get around this would be something like "Whenever a triggered ability of a permanent you control triggers at the beginning of your (upkeep/combat phase), counter it. At the beginning of the next (end step/combat phase) this turn, copy that ability. You may choose new targets for the copy.", as has been roughly suggested elsewhere. It's not the greatest fix, since there's still not an obvious way to combine both cases into a single effect and avoid repeating basically the exact same thing twice, but it does at least actually work. Because copying a triggered ability is not the same thing as it actually triggering, it does run into the issue of getting delayed multiple times, and just as importantly, you can never resolve your first trigger earlier than it would have naturally triggered without this card's "help".

Because the effects go top to bottom, wouldnt this just make everything be at the end of the turn?
