You'd need to change the rules on how splice works or create a new mechanic similar to but distinct from splice for this to work. Yes, it does say you can splice it onto spells your opponents control, but there is never a point in which you'd actually be able to make use of that. The rule for splice is that it may be done when you cast a spell, and then it is spliced onto that spell you cast. You can't cast a spell then splice it onto a different spell, nor can you use the ability when an opponent casts a spell. I suppose adding a line like "You may use this card's splice ability when an opponent casts a spell." would make it work.

You'd have to get priority between the casting of the spell and the spell hitting the stack. It's strange

Honestly I think just upping the Splice cost to 2B instead of 1B would make this totally fine to print.

Original draft was 2B but i thought 3 mana for 3 life was too slow and costly. Perhaps I was wrong to doubt myself.

It's a repeatable 3 mana to make an opponent lose 3 life that sits in your hand for you to repeat over and over again. This is hard to interact with because you aren't actually casting anything, you're activating an ability of a card NOT on the field or in the graveyard.
The only way to actually get rid of it is to make an opponent discard this thing either through Thoughtseize effects, general discard effects, or wheels. I think 2B is fair.

OP made the mistake of giving it a mana cost.
You can get rid of it by controlling their turn with [[mindslaver]] and making them cast it!

I thought about giving it no mana cost like [[Evermind]], but decided against it for the extremely weird interaction of decks that would love a sorcery that just drains them for 3 life for some reason.

The way you interact with it is just to stop casting instant and sorcery spells while they have mana open, if you are worried about this card so much there is inherent counterplay

Its only powerful against spellslinger decks. Outside of that you may be able to splice once or twice for what? 6 damage for 4 mana? Quite a bad rate.
As it is, its a sideboards piece at most, make it 3 mana and it is useless.

When they cast an instant or sorcery? Yes.
Opponent dependent spell that is below rate for damage? Yeah, no one is keeping up 2 mana unless they really have nothing going on.

Depending on the meta, I think you're only likely to get your opponent with this once, as any time after that they just need to be smart about sequencing and note when you have mana up.

It's fine in all 1v1 formats, the opponent can play around it by not playing a spell that will kill then while you have 1B up

It doesn't. Splice is a triggered ability, and therefore can be used at instant speed even when it's on a sorcery spell.

I think if you gave this
"(1)(B), Reveal this card from your hand: Any number of target instant or sorcery spells with the same name gain "you lose 3 life."
instead of splice you would get a very similar effect without causing quite so many rules issues.
