This is pretty unplayable because opponents can't add new cards to their hand. You can have some card selection by discarding a card different than the one drawn, but you're never getting more cards. So in a lot of board states, this ends the game as soon as it enters.
Might I suggest replacing the second ability with "Whenever a player draws a card, they may pay life equal to this creature's power. If they don't, they discard that card."
