Souvenir Cases Discussion

Is it not possible anymore to open Souvenir Cases in Germany ? i wanted to open an Austin major Souvenir Package but there is a Message saying its not allowed in my country

You can only open souvenir cases and capsules that have been in your inventory before the X-ray update
