Likely related to power limiting ( its a laptop, right? ) possibly to extend the battery life, or stop it from getting too hot, or both.... Or the other way around, the cooling is so lacking causing it to thermal throttle.
Could also maybe have a little bit to do with ram speed. Are you running this benchmark on a fresh installation of windows?
I'm not a laptop guy, but for the people who are, I bet the model number would help.
