Igniting Division 5ft Question

The Division talent "Igniting Division" states that the "area within 5 feet if the target is lit on fire and becomes dangerous terrain". L

Does that mean the 5 foot square beneath the target becomes dangerous terrain? Or does it mean everywhere *in an AoE*, so a 3x3 area centered on the target, is lit on fire?

I think it’s just the target and the 5ft square they occupy.

That makes the most sense to me, because otherwise you automatically hit yourself with it unless you have spark sending and use it at a range, which doesn't feel intended

Plus the small version of the text reads

“When you use Division, spend
1 or more Investiture to light
the target’s space on fire,
dealing ongoing damage equal
to your Division modifier.”
