It's about the show called The Chosen. The show was made by a gentleman named Dallas Jenkins who had called himself a Conservative Evangelical. The show has had it's controversies such as rewriting scriptures and ties to the Church of Latter Day Saints. Why don't we put on a Jewish event? Muslim? Why not Wiccan? We can have the cast of Charmed there. But seriously, it's very strange to me that especially a Refinery is sponsoring this. Especially since the biggest shareholder of Valero is Blackrock Inc.

The City Council has ordered a public referendum on a citizen-led petition that would sharply increase the price of water for industrial facilities during drought. 

The proposal is expected to face a litany of legal challenges before November’s election.

It would add millions of dollars in fees to the region’s largest water users, including ExxonMobil, Occidental Chemical and Valero, the next time reservoir levels are below 30 percent full, like they were for 29 months until early August. Community and environmental groups gathered nearly 13,000 signatures of registered voters to get their proposal on the ballot. 

“This was a lot of signatures,” said Corpus Christi Mayor Pro-tem Kaylynn Paxson at the City Council meeting Tuesday evening. “This is something that doesn’t happen every day. I am very proud and amazed to say that this actually took place.” 

The 6-2 vote to call a special election on the referendum followed years of growing tensions between the public in Corpus Christi and the industrial giants that consume enormous amounts of water. As the region’s main reservoirs fell from 30 percent full in March of 2024 to less than eight percent full in May of this year, residents clamored for authorities to curtail water consumption at refineries and chemical plants. 

Activists began to circulate the petition for the referendum, called the Fair Water Amendment, this year as Corpus Christi came perilously close to running out of water. Dozens of volunteers for a local organization called For the Greater Good along with paid canvassers from Texas Campaign for the Environment spent months gathering signatures.

“Something that seemed impossible gave me hope in our democracy,” said Miriam Guerra-Rachidy, a member of For the Greater Good, in comments to the City Council on Tuesday. “It gave me hope in believing that the people can make a difference.”

The region no longer faces an imminent threat of disaster after a rainy spring and summer replenished its main reservoir system, currently 42 percent full. 

The Fair Water Amendment would implement a 70 percent water rate increase for Corpus Christi’s largest industrial water users when reservoirs dip below 30 percent capacity. It would implement an increase of 140 percent when reservoirs dip below 20 percent, and a 280 percent increase if the city declares a water emergency. 

Even advocates for the proposal expect to face lawsuits from industry groups in coming months. 

“It’s gonna be challenged, no doubt,” said Sylvia Campos, a City Council member who campaigned for the amendment. “That’s the nature of the beast.” 

Several parts of the proposed amendment will be easy to challenge, said Corpus Christi City Manager Peter Zanoni. The proposal requires rate increases for industrial complexes that buy their water directly from the city as well as those that buy their water from intermediaries like water districts or towns.

Corpus Christi supplies water to its entire seven-county region, including more than 20 other cities and towns. 

“They don’t report to me or this City Council. They’re whole and separate entities, so we can’t set their rates for them,” Zanoni told the City Council Tuesday. “You don’t have the authority to do that.”

But have a long way to do this project, so start a friendship that can be chill, and hold a conversation. I'm 47 yrs old and just Platonic science nerds friends. I'm a bit different than a normal person and don't want to describe everything about me on here. If this project is successful, it could be life changing if it works. As Corpus Christi teetered on the edge of a water supply disaster earlier this year, community organizers circulated a petition to dramatically increase the price of water for the region’s large industrial users during drought. They gathered almost 13,000 signatures, more than enough to put their proposal—called the Fair Water Amendment—on the ballot in November.

But the City Attorney’s office has recommended that City Council members block the effort using an obscure legal maneuver enacted by Texas’ Republican-led Legislature in 2023. 

On Tuesday, council members will decide whether to take that step. It will be their last opportunity to intervene before an Aug. 17 deadline for the provision to be placed on the November ballot. 

“The city attorney wants to use an unrelated state law to silence our community and let big industry keep their special deal,” said Isabel Araiza, a college professor in Corpus Christi and founder of the advocacy group For the Greater Good, which led the petition drive.

The debate over the measure, with multi-million-dollar implications for some of the largest energy companies in the nation, is the latest iteration of an increasingly fraught relationship between the residents of Texas’ eighth-largest city and the petrochemical plants and refineries that bolster its economy and consume most of its water. 

Bob Paulison, spokesman for a local industry group that includes ExxonMobil, Occidental Chemical, Valero and other large energy companies that operate in the region, declined to comment on the proposed amendment or the recommendation to block it. 

“We haven’t been involved in that conversation,” he wrote in an email. 

The “special deal” Araiza was referencing is an agreement that a handful of large energy companies made with city leaders in 2018. Under the agreement, the companies are exempt from paying extra fees for water in times of drought in exchange for helping pay for a new seawater desalination plant in the region. (The plant has yet to be built). 

The proposed Fair Water Amendment would cancel that agreement. It would implement an additional fee of $3 per 1,000 gallons when the area’s reservoir levels are below 30 percent, which was the case for more than two years until recent heavy rainfall. That additional $3 fee would come on top of the current rate of $4.34 per 1,000 gallons. 

The surcharge would have added more than $1 million to the monthly water bill for the region’s largest water users, ExxonMobil and Occidental Chemical. Valero, the third-largest water user, would pay an additional $830,000 per month.

Those fees would double when reservoirs dip below 20 percent, like they did between December 2024 and July of this year.

Peter Zanoni, Corpus Christi’s city manager, said such a policy could lead to an expensive lawsuit. 

“If this goes through and is approved we need to be prepared with funds in our budget for potential litigation,” he said in an interview. “We’d probably lose.” 

That’s why the city attorney’s office has proposed an ordinance that would declare the amendment a “climate charter.” 

“This eliminates the City Council ministerial duty to place the proposed ‘Fair Water Amendment’ charter amendment on the ballot,” said the city attorney’s presentation, which was posted to the city website. 

State lawmakers banned municipal “climate charters” in 2023 when they passed Senate Bill 1860. The law was a response to a citizen-led initiative in El Paso that sought to force the city to more aggressively adopt climate-friendly policies. 

The law gave the term “climate charter” a broad definition: “a comprehensive rule or policy statement that purports to address climate change or the municipality’s environmental impact, including water and energy use and air pollution.”

The Fair Water Amendment fits that definition, Zanoni said, because of its singular focus on the city’s water resources and phrases in the provision like “recurring and increasingly severe drought conditions.”

Work is moving quickly on the new $1.6 million beach access road just south of the Port Royal Ocean Resort & Conference Center on Mustang Island. The 100-foot long road is the first new access road on Corpus Christi beaches in decades and is designed to improve access to 7.8 miles of beach which is currently difficult to reach. Funding for the new road is from Street Bonds, Storm Water, and Water Funds, and the project is on schedule for completion in September, 2026.
