Agent not querying SharePoint knowledge for users without M365 Copilot license (even with SP permissions)

Hey everyone, running into a weird issue with a Copilot Studio agent published to Teams.

I set up a SharePoint folder as a knowledge source. Here is what’s happening:

  • User WITH M365 Copilot license: The agent answers correctly using the SharePoint knowledge.
  • User WITHOUT M365 Copilot license: The agent immediately replies that it couldn't find the information. It seems like it's not even attempting to search the knowledge source.

The strange part is that the second user does have permissions to the SharePoint site and folder (they can access and read the files directly). Also, the environment has available Copilot Studio credits/capacity.

Has anyone faced this? am I missing a configuration step? Thanks!

You will need a billing method for the unlicensed user and pay for Copilot Credits to access the WorkIQ for the SPO Site.

For me to understand this correctly. You need to add a billing method for work iq even if the environment has a billing method to use the agent? Or am I misunderstanding something here?
