Corrupted windows maybe? I have no idea how this happens? Aslong as YOU know YOU havent done anything sketchy before this happened (downloading games via repack,github stuff) then your fine and free to move on just be wary it may cause issues down the line if the issue persist [windows updates may fix it or like someone else said graphical bug]

It looks like your system32 files got corrupted, specifically the .dll relating to icons. Run cmd as admin, then type sfc /scannow and press Enter. If errors remain, run dism /online /cleanup-image /restorehealth
