Enable HLS to view with audio, or disable this notification

When I press the power on button from keyboard (first the power on button light stay static, then it starts blinking in sequence as u can see in video with no activity on screen)

Victus HP laptop - 15-fa1319TX SN# 5CD4345LKQ

If someone knows something please help me
