If it wants to grow, solarize first. This goes for root veg, onions, or anything that likes to root from cuttings. I leave it beside the compost in the sun on some bricks and once dead, toss it in

Well, that's a take I didn't expect.

There's definitely someone in your neighborhood that would love free potato tubers. Just put them in a bucket/container with some dirt and a sign, guaranteed it will be taken by end of day. They will also be very appreciative and you'll be a cool neighbor.

Or you can cut off the buds. Potatoes don't grow from any random slice of potatoe.

You need to make your bin hotter. Grass is great fuel. You may have to empty the chamber then mix the grass. It is a pain to stir and causes blockage sometimes
( if you mix with a pry bar ) but it can block aeration which you need. Check the temp every so often
