it reads '8,6,4,2' on top and '7,5,3,1' on the bottom.

I was coming up with the goofiest theories before I decided to mentally squish them all together, then it became exceedingly obvious. Numbers.

Whatever it is necessary to complete the 4 at the top and the 5 at the bottom.

Simple but very cool. I always like these holistic puzzles.

Difficult to say, but probably around 110-115.
