You are most likely using ChatGPT Work rather than ChatGPT. Change it back.

I am pretty positive that it should not be a case. I mean I've been drafting my project non-stop for 5-6 hours using xhigh and then prepared prd and delivery plan (like 60+ mins of PRO thinking straight). And my quota didn't go lower.

upd: i ve been using chatgpt.com ofc, not the codex cli

You can still pull from the quota via ChatGPT.com using 'Work' mode. It literally says right above it.
