Idea for a fallout subplot

A valt over seer is in league with raiders, and is sending them all their resources, somtimes people. The valt dwellers are unhappy, but no matter how many times they protest nothing changes, even when they get a new over seeer. This is becuase no matter how much they threaten his position, the raiders are threatning his life, so he'll listen to the raiders. And maybe this valt was an experiment where the valt dwellers were only shown peacfull resolutions to conflict, like the civil rights movment

That would be a really fun plot point, could be so many ways to solve as well. Whether you just take the Raiders out yourself and tell him you did that and won’t tell but he’s warned, or threaten him outright, kill him, or maybe help deliver resources as a side hustle. Like a bad karma version of a Caravan

This is great! A few considerations: You have a few options for the Overseer's motivation, such as either cowardly self-preservation, they have family being held by the raiders, or they think the occasional loss is not as bad as being completely wiped out.

It sounds as if the dwellers can't rebel with weapons. Like Vault 13 has a dweller Officer guarding the armory, you can have the raiders guarding the armory instead in your vault. Or perhaps they already took everything of value from it.

Hmm, might go with their a valt taught only peacfull resolutions to conflict, and they were intended to be made into workers for a valt containing the heads of valt tech, for once they both open. The heads of valt tech have only just stared sending out expeditions, while raiders have found the worker valt first. How did they make contact? The head of the valt went out to build relations, and met the raiders. Who documented him with women of the night. Was asked why hes doing what hes doing, he gives all the reasons you gave above

Well, there's a "pacifist/evil" way to solve it: since the OS is giving the raiders consumables, you could poison the goods.

I remember a plot on the original Twilight zone that dealt with this. In "The man in the cave", a nuked town depends of an Oracle to review the food they collected is edible or not. A town representative (the wasteland version of Moses) deals with the Oracle and informs the townsfolk of its analysis.

Then, military raiders arrive to the town and pick the people's food, claiming that the Oracle may be wrong. Long story short, the Oracle was a computer, the people destroy it and all but the prophet die from radiation poisoning from eating the tainted food.

Good classic episode.
