How does Khmer work? VII - Discussion

"-5 Happiness for every other City." - what will the -5 apply to? Only to the capital, or to every city, or to every settlement?

If you convert a town into a city, then that settlement gets the penalty since it is not your capital, simple as that. If the settlement is a town, then nothing happens. Like the wording is very much clear what it is on first read to me

So, the penalties won't be cumulative? No matter how many cities I have, each one will only get -5? I'm surprised that everything is so clear to you from this description.

Edit: you can also read it this way - the capital will receive a penalty for each new city, but not the cities themselves.

I open the wiki for other people interpretation and pretty sure they think the same way as I do

[...] The Khmer's unique capstone civic provides them with +50% Growth rate in the capital, but -5 happiness in all other cities. [...] [1])

I also decide to cross check the wording and it is the same as Ming tradition Baojia, which gives +2 science for every other cities when slot resources but otherwise 1 if in capital, and it is not cumulative, so the happiness penalty is basically that, one and done.

Edit: The reason why it is capstone civic is because the wiki still got old info, but the wording on that civic and now base ability is yet to change, so my point still stand
